Decision
"Decision making is the selection of one best alternative from two or more possible alternatives."                      - Terry
Decision means the process of deciding what to do or not to do or what is right or wrong in any matter.
According to the Government Decision Process Simplification Guideline, 2065, a decision is a final order or instruction given by an authorized officer in writing regarding a subject, question or problem using the power conferred by law.
The decision-making process helps to translate any idea into action.
Decision steps
Although the stages of decision making in management are found to be different according to different scholars and analysts, the overall decision making process can be divided into the following stages.
1. Identify and define the problem
  • At this stage the problem is identified and its cause and effect are analyzed.
  • The complexity, depth and breadth of the problem are realized.
2. Data and information collection
  • Various data and information related to the decision is collected and its previous decision and practice is studied.
3. Development and analysis of alternatives
  • Various options are developed based on the collected data and information.
  • Alternatives are analyzed on legal and policy basis.
4. Choosing the best option or making a decision
  • Reflecting on the findings of the analysis, selecting and publicizing appropriate alternatives on the basis of organizational capacity, environmental compatibility, social and political acceptability and national needs,
5. Implementation of the decision
  • Creating a decision implementation action plan,
  • Managing resources and other resources,
6. Evaluation and correction of decisions
  • Evaluate and monitor various aspects of the decision and provide support,
  • To take corrective measures as required,
  • Learning for future decisions, etc. are part of the decision making process.

Things to consider when making a decision in the public administration of Nepal
  • The current constitution of Nepal,
  • Declaration and referendum of the majority party in Parliament,
  • Good Governance (Management and Operations) Act Topics specified by 2064,
  • Laws and regulations of various sectors and matters prescribed by Kanna for special decisions,
  • The ten bases and eight policies of administrative functions prescribed by the Good Governance Act,
  • Government Decision Process Simplification Guide, 2065
  • Regional policies,
  • Sustainable Development Goals, Periodic Planning and Medium Term Expenditure Structure,
  • Annual budget and policies and programs,
  • Government of Nepal (Performance) Rules, 2064
  • Government of Nepal (Division of Labor) Rules, 2074
  • Political and social acceptance and technical feasibility, etc.

In conclusion, keeping in view the above mentioned issues, it is in the public interest to make decisions in accordance with the national needs by passing various procedural steps in a prudent manner, gaining social and political acceptance in a transparent and participatory manner on the basis of justification and effectiveness.
