Transparency

Definition
Transparency is the belief that all the work and activities of the state should be carried out in an open and transparent manner except for maintaining confidentiality in accordance with the law.
Transparency is the system by which the concerned stakeholders know about the process adopted by a body and the results obtained from it.
"Transparency is a characteristics of government, companies, organizations and individuals that are open in the clear discloser of information, values, plans, process and actions." -Transparency International
Transparency is when an issue is made public, information and communication is communicated, and issues of public concern are brought to light.

The state of transparency in Nepal
The Government of Nepal has made various arrangements to ensure transparency.
. Publication of policy decisions through the web site of government bodies, departments and offices,
Provision of citizen's charter with compensation in every government office,
. Public hearing arrangements,
. Provisions for publication of Acts, Rules and Information in the Gazette,
. Provisions of the Right to Information Act, 2064 and Rules 2065,
. Arrangements for publication and dissemination of parliamentary activities and decisions,
. Article 27 of the Constitution of Nepal provides for the fundamental right to seek information,
. Provision to make public the performance and progress details of all public bodies and offices,
. The annual report of the constitutional body will be discussed in the parliament.
